Sinopsis
Shuurei Kou and her friend Eigetsu To, a brilliant boy from humble origins, have been appointed co-governors of the Sa province in Saiunkoku. Together, they aim to transform the province into an academic research center to bring prosperity to the region. However, while Shuurei seeks approvals for the project in the capital, a pandemic threatens the Sa province's newly established peace. Relying on Eigetsu to monitor the situation, Shuurei seeks support from allies to find a treatment. Yet, Eigetsu's past conflicts distract him, allowing opponents of Shuurei's position to exploit the turmoil and undermine her authority. Becoming a government official has been Shuurei's lifelong dream, but it proves to be a challenging endeavor for the first woman in such a position. Will she rise to the occasion and overcome the adversities or succumb to the pressures?
