Sinopse
Shuurei Kou e seu amigo Eigetsu To, um menino brilhante de origens humildes, foram nomeados co-governadores da província de Sa em Saiunkoku. Juntos, eles visam transformar a província em um centro de pesquisa acadêmica para trazer prosperidade à região. No entanto, enquanto Shuurei busca aprovações para o projeto na capital, uma pandemia ameaça a paz recentemente estabelecida da província de Sa.
