Sinopsis

Enforcer Teppei Sugou, a former ace pilot, is visited by a scout from the Ministry of Foreign Affairs and invited to rejoin the military. As he considers the offer, he recalls his last mission, Operation Foot Stamp, against the Southeast Asian Union. The operation went wrong, and Sugou's First Guardian drone was ordered to drop supplies and return to base, abandoning his comrades. Many lives were lost, including his commanding officer, Itsuki Ootomo. Three months later, Ootomo was spotted at the Ministry of Defence after a massacre, making him a suspect in terrorism. Sugou cooperates with Enforcer Tomomi Masaoka and Criminal Investigation Department's Division 01 to hunt down his former mentor.
