Synopsis

After the conclusion of the "Laughing Man" case, Section 9 is reinstated by Japan's newly elected Prime Minister, Youko Kayabuki, to combat the ongoing threat of cyber-terrorism. A group known as "The Individual Eleven" has started committing acts of terror across Japan. As Motoko Kusanagi, Daisuke Aramaki, Batou, and the rest of Section 9 investigate this new threat, the Japanese government faces a separate crisis with foreign refugees seeking asylum. However, as the special-ops team encounters Gouda Kazundo—a prominent member of the Cabinet Intelligence Service—they begin to suspect his involvement and the possible connection between the refugee crisis and The Individual Eleven.
