Synopsis

The "Hammer of Eden" disaster caused the loss of six billion lives and submerged 90% of the world's land. Fourteen years later, the New United Nations was established to foster peace in the devastated regions. Keel, a boy from the prosperous town of Yabitsu, lives with his cousin Aoi, the secretary general of the New United Nations. Aoi sees the disaster as a chance to create a new world where nations can overcome racial and religious differences. However, her efforts are thwarted by the nations' reluctance to change. Gould, a military officer, believes that order can only be achieved through military force. Using the nuclear submarine Ulysses and his crew, including Keel's brother Tean, Gould stages a coup and declares war on the New United Nations by attacking Yabitsu.
