Synopsis
The OVA begins with a recap of the Transformers' arrival on Earth and the story of Devastator. It then introduces the Autobots' construction of the powerful "Scramble City," overseen by their newest member, Ultra Magnus. When the Decepticons learn of this, they deploy their combiner robots to attack, leading to a battle between them and the Autobots' counterparts.
